Mortgage rates remain above 6.5%. Many homeowners are locked into much lower rates, making them reluctant to sell. This limits inventory and keeps prices elevated. Even if the Federal Reserve begins rate cuts later this year, most experts agree affordability will not improve overnight.

Record-High Prices

The median U.S. home price in June 2025 was $435,300—near record highs despite fewer sales. Pending home sales are down 0.8% month-over-month and 2.8% year-over-year, signaling a slower pace of activity.

Policy Gridlock

Although Congress is working on the bipartisan ROAD to Housing Act to address supply and zoning challenges, housing reform takes time. Economists also point out that interest rates alone won’t fix the problem; limited housing stock, inflation, and stagnant wages remain significant barriers.

Changing Demographics and Investor Activity

Younger buyers—particularly millennials and Gen Z—are waiting longer to buy due to affordability pressures. Meanwhile, small investors, who often purchase with cash, now account for roughly 30% of single-family purchases, making it harder for traditional buyers to compete.

One positive sign for buyers is that roughly 58% of homes sold in July 2025 closed below asking price, creating new negotiation opportunities.
